Wondering what veterans think is the best base to start with that gives access to the best, and most, mods.

Answers can be different for Enhanced Edition.

Example, there is a choice between BGT/Weidu And Big World Project, which has a ton of mods.

I don' t understand your example. BGT is a Mod to merge BG and BG 2 to one game. The Big World Project is a installer, still working. The BWS is sadly dead. Others possibility is Project Infinity which need a "handmade" install order. Both projects provide download links.
The PDF of BWP ist for classic installations extremly helpful.
The gibberling three forum gives informations about EE install orders.

There you find a part of the German discussion, with weidu logs.

To understand you have to consider what's available after such a choice. A lot of mods seem to be made for BGT. If they are made for BGT, are they unavailable to installers of BWP? And BWP seems not to be able to be used on a BGT install base.

To the best of my knowledge, BWP isn't a mod in and of itself but rather a collection of mods and patches (and other types of information) necessary to run BGT together with all those hundreds of other mods crated for BG without running into any issues and mod conflicts. BGT on the other hand is a mod that combines BG1 and BG2 into one 'super mod'.

So is BWP a BGT installation or can go on one, do you think?

BGT is kind of at the core of the BWP. It enables you to smoothly transition between all three games (BG1, BG2, ToB) and to use features in BG1 that were only available in these later games.

BWP, the Big World Project, as the name says, is a community project to make all the available mods as compatible with the BGT and each other as possible, and to basically provide the best installation order so you won't make your game unplayable by accidentally installing mods in the wrong order. It is more of an installation guide, but it does come with an installer.

To give you a better idea of what the BWP does and aims at you might want to read this guide here:

http://www.shsforums.net/files/file/534-big-world-english-guide/

On this page you can find several files (installation guide, installation pack, language packs etc.) related to the BWP:

http://www.shsforums.net/files/category/72-big-world-project/

I think the installer is still working, though I've never used it myself. I usually install mods manually using the guide as, well, a guide to get a conflict-free installation.

Ok it looks like BWP can install BGT after being run on a BG2 install. So that clears this up I think.
